Woman Charged For Keeping Her Sister Locked In A Cage

A Vestaburg, Pennsylvania woman was arrested and charged for keeping her sister locked in a cage and authorities say the victim has developmental delays.

According to the Daily Mail, Leona Biser,51, appeared in court Friday on charges of neglect and false imprisonment. Police reported that they discovered Biser’s sister, Loretta Lancaster, 53, inside of a wooden cage with a dirty mattress in the middle of the living room in their home. The home’s conditions were reportedly filthy, infested with bugs, covered in dog feces along with a lack of access to running water.

Additionally, the home had no bathroom, a microwave, and an oven. She allegedly withheld her sister’s medication and Lancaster was found on her knees when police arrived at the home. She was rushed to a local hospital where she received treatment for a urinary tract infection and another infection in her muscle.

Biser’s official charges have been listed as neglect of a care-dependent person, abuse of a care-dependent person, recklessly endangering another person, unlawful restraint, and false imprisonment.

Their nephew Anthony Gilpin said the cage was built to prevent Biser’s sister from harming herself due to having the mental capacity of an infant.

‘I don’t want to believe it’s true. Sometimes, people try to do what’s best and take on too much and don’t realize what they’re doing until it’s too late.’
